New whimsy tool: emeritus request

I think most of the pieces are in place for this due to the work done for membership application.

Since there is a document associated with emeritus request, it will show up in the workbench.

Here's a proposed workflow:

Categorize
(o) emeritus request

Emeritus Request
Member Id _____________(pull down when start typing)
Member name
Date received ____________ (default to current date)

(File)

Actions:

Rename document received to <member-name>.pdf
Add document to documents/emeritus-requests-received/<member-name>.pdf
Leave document in secretary to-do list

The next step is to wait 10 days. There is no new document so just wait with the emeritus request in the queue.

After 10 days, 

Categorize
(o) finalize emeritus request
(File)

Actions:
Move document to documents/emeritus/<member-name>.pdf
Edit foundation/members.txt
Decrement member count
Find member in list
Remove from list
Find where to put it in emeritus members
Save, commit

Delete emeritus request from message
