revised patch to upgrade to nss-3.24-with-nspr-4.12

nss is now up to version 3.24, which is a feature enhancement and bug fix
release.  There are no additional security fixes.

Windows also has problems building the tests that require c++11.  Unfortunately
the previous patch did not contain the proper magic to disable them.
