adding a new file to ignore does not enable the OK button in the commit dialog

Hello,

When you add a new and then choose to ignore it, the folder gets
selected but the ok button stays grayed out.

Sounds like you're describing an issue with TortoiseSVN; report it to the TortoiseSVN mailing list, not here.
