Thanks Ishan for taking this up. I'm partially guilty of introducing this monster into Solr.  

There are 2 pieces to the whole solution

*  Replica assignment. [~ilan] has proposed a simple and clean API which we can provide users to implement and plug in. The default imple will be the legacy assignment strategy
* The actual autoscaling SHOULD NOT be living inside Solr. It probably is better run as an external tool
