I think I found this -- it's a thread safety issue, that happens when a "normal" merge is kicking off at the same time that another thread calls optimize.

In this case it's possible that merge fails to mark itself as an optimizing merge, which means any merges that cascade from it will also fail to be optimized.

I also modified MockDirWrapper to randomly call Thread.yield to see if we can tease out any more thread bugs.
