the spec says it has to return an HTTP error code of 500 (internal server
error).
see section 6.2.

Does anyone know if SOAP Faults are required to be
returned using an HTTP Error?  i.e. is it valid to
have a server respond with a Fault using HTTP/1.X 200 OK?

The spec doesn't seem to say one way or the other.
