    [BEAM-1935] Improve Work Rejection handling

    racy. Re-check to see if a work rejection is acceptable because the
    underlying executor is shut down before throwing a
    RejectedExecutionException.
    
    Renames to internal implementation classes of TransformExecutorServices.
