Logical decimal types that are stored as int primitives are not properly handled in the code today.  Also, some clarification around StatisticsAsScalars contract is required.  For FLBA and ByteArray Decimals, the smaller decimal type that will fit the data is used, it isn't clear if that is desired or if it should also include information from the serialized Arrow schema if present
