On creating an Admin local user we are seeing the user lose Admin rights on refresh during first time log in. The user is deemed as Admin on subsequent logins.

Steps used for reproducing the issue in Ambari 1.6.1

1)Login to ambari as Admin and go to Admin Tab and Users screen
2)Click Add local user as Admin
3)Populate uname pwd and make sure yo have Admin check box checked
4)Click on Create to create this Admin user
5)Sign Out as Admin
6)Log in as the user created in step 2
7)All Admin tabs show up in the header menu
8)Hit CTRL+SHIFT+R or refresh the page
9)You will see this user tabs go from Admin to normal Read Only user
