Geronimo website update - Project Policies

Hi All,
a new page made it to the website! This is an attempt to document some of the policies about how we, as a project, tackle the different processes and every day decision making situations.

So far we have:
- Non-Geronimo committers contributing to TCK
- Release Manager Checklist
- Release Branching Process

Wish list:
- Becoming a Geronimo committer
- Becoming a Geronimo PMC member
...

Those who have been release managers pls chime in with comments, I'm sure we need some updates there.
