Confluence updates

Hi,

FYI, I made a few updates to the RIVER wiki space:

1) Added an email notifier, so that all content changes will be
reported to river-commits@. The notifications will start hitting the
commits list as soon as a moderator approves them.

2) Merged the SourceAccess page to the Source Code page as discussed
in the other thread

3) Removed the news item about the first release candidate last year.
We should not publish pointers to unapproved release packages outside
the dev mailing list.
