    Description: Before the introduction of hierarchical queues, when the acls is enabled and no acls are defined for a queue, the parser sets it by default to *. But in currently, it doesn't do so. This issue is being handled as part of MAPREDUCE-28 since the test cases introduced in it are also testing this issue.
