urn neccessity

hi all,

is it neccessary to put an urn: prefix before every service that is
deployed.or as in the samples that is provided in soap download there are
some which don't carry this urn  prefix.so what exactly is the use of this
prefix.
for eg there is urn:addressfetcher
and a addressbook 
both point to the the same service samples.addressbook
