Is this feature missing?

On page 61 of the W3C Recommendation of XSLT I read that
the HTML out method should insert an appropriate "Content-Type" 
meta tag after the <HEAD> tag of the generated HTML.
 
I do not see this happen in Xalan J 1.2-D02.
