[Guide] ApacheDS Contributor Guide Eclipse Documentation Plugin Take 1

Hey Guys,

The initial take on the contributor guide is
subversioned.

If you unzip this into your eclipse plugins directory,
it will show up in Eclipse Help.

It recommends driving contributions off of the
checklists, so a good way to start (for those
interested) would be clicking the "Checklists" topic.

My long term goal for this is for there to be a "Super
or Abstract" contributor guide for all of apache, and
then each project can add customizations.

The "Abstract" version would be for best practices
cross collaboration between projects.
