problem with JSP compilation and RPCRouterServlet

When a JSP is compiled in weblogic 5.1 on W2K server, the destroy() method
is called on the RPCRouterServlet, then init().
We don't know why. Furthermore, we can't access the RPCRouterServlet, not
even to do a "list" until we bounce the server. I'm on the verge of running
JAD on the RPCRouterServlet to insert some debug stuff. 

has anyone seen this???
