   Calling `yum update` updates the OS to a later release. We should remove the calls from the Dockerfiles so we don't accidentally run with a later release.

   Actually, it looks like the use of `yum update` to update from 37 to 38, as we observed, was a fluke of that version of fedora:37. I'm going to close this PR without merging since the yum update to update the base packages can be helpful.
