QPID-7282: [Java Broker] always send server-final message (if required) to the client on succesful SASL negotiation

merged from trunk using:
$ svn merge -c 1746140,1746273 ^/qpid/java/trunk
conflicts on AMQPConnection_0_8 and AMQPConnection_1_0 were resolved manually
