as fallback is currently file-based, perhaps the easiest approach would be to
put the modules and resource type configuration into an extra file and use the
fallback:// scheme to refer to it.

IMO this should rather be handled by the Java code (PublicationImpl). All
configurations up to the root of the "publication template tree" have to be
considered.
I'm changing this to "normal", because IMO it's rather a real bug than an
enhancement.

there is a bug in the resource-type inheritance.
the child publication does inherit the resource types (i can tell because they
show up in the resource-type drop-down list when creating a new document).
but it does not inherit the workflow settings: the lenya gui bar will no longer
display workflow states, all workflow menu entries are permanently active, the
site-overview tab will not display workflow information, and you can royally
screw up your site when you work like that for a while :)

can you explain in detail how that is supposed to work?
are <resource-type> declarations inherited?
are <module> declarations inherited?
i played around a bit, and i wound up with duplicate resource types, so i guess
(1) is true. (2) however is apparently not, since menu entries did not show up
when i removed all module entries from my child pub.
