ORC-678: Upgrade JUnit to 4.13.1 (#556)
### What changes were proposed in this pull request?
This PR aims to upgrade JUnit from 4.12 to 4.13.1
### Why are the changes needed?
This will bring the bug fixes in JUnit 4.x line.
