The release is in the central maven repos but the Apache dist repository
is offline so I can't install the new /dist/jena/ area. It looks to be
more than a transitory fault.
dist.apache.org is the machine thor.apache.org

If it's going to be blocker for a while, I'll send email to users@ and
point to the bytes in maven directly.

Great - there were a few bumps in the road. We got to be a sort of test
case for the rebuilt workflow by going first. I was on IRC with infra
to get it sorted (there's an IRC channel on freenode).
so...
dist area done, mirrors look like they have copies, website published.

Not quite yet
www.apache.org/dist/jena is showing 2.11.0 (old release).
The dist.apache.org svn repo is back and alterable but not propagating
properly. As Joseph says "hm".
