Either:

a) That is not an Apache site but hosted by a group of folk who happen to overlap with the Netbeans PMC. In which case, they should ask their legal counsel and should ensure they are not causing confusion by making it look like it's from Apache; OR
 b) It's an Apache site, in which case the answer is the same as for distributing it from an apache.org website.
