[DISCUSS] Releasing queryserver 6.1.0 and phoenixdb 1.3.0

Hi!

There hasn't been a PQS release in 1.5 years, and a lot of fixes and
improvements (among them using the latest Avatica) have accumulated.
Also, we should have a release with PHOENIX-6861 to enable building PQS for
the upcoming Phoenix 5.2 release.

We've had a relatively recent phoenixdb release, but apart from a few new
fixes, we have also added SqlAlchemy 2.0 (and 1.3) support, which IMO
merits a new release.

What do you think ?
Do you have any outstanding issues in mind that should be fixed before
release, or any other comment ?
If we go ahead with the release, would anyone volunteer to be the RM for
one or both of them ?
