   Backport of #65873 to `v3-2-test`.
   
   Replace `uv tool install -e ./dev/breeze` with a small shim script at
   `~/.local/bin/breeze` that runs breeze via `uvx --from <repo>/dev/breeze`.
   Each git worktree (including ephemeral worktrees used by coding agents)
   gets its own breeze tied to its own sources, removing the
   single-global-install ping-pong between checkouts.
   
   ADR 0017 documents the rationale and supersedes 0016. `setup_breeze`
   writes the shim and refuses to proceed if a legacy `uv tool` / `pipx`
   install of breeze is still present.
   
   ### Conflict resolution
   
   `dev/README_AIRFLOW3_DEV.md` had a conflict because PR #65873 modified
   the "Testing changes for Airflow 2.11.x" section, which does not exist
   on `v3-2-test` (it was added to `main` in a later commit). The shim
   guidance had no anchor in this file, so the README change was dropped
   from the backport. The shim itself is fully present in the other 15
   files; contributor docs (`contributing-docs/03_contributors_quick_start.rst`,
   `dev/breeze/doc/01_installation.rst`, etc.) cover the new install flow.
