release of maven archetype plugin?

in JIRA i see 8 done and 2 open issues for the next release:
https://issues.apache.org/jira/projects/ARCHETYPE/versions/12340346

i cannot tell if they are blocker for the release.

the ticket [1] i'm especially interested in is missing in this list (because the fix version was not set) and is still open - but the PR [2] was merged and it works fine. i've no rights to update the ticket accordingly.
