Workflow Engine Branch . . .

hey guys . . . i'm thinking of checking in a experimental workflow branch (in which new workflow features are being tested in here at JPL) . . . this branch will also include a cas-pge and filemgr branch . . . these features will be eventually rolled into the trunk, however they will exist in the branch for now if anyone cares to check them out
