[I] [Feature Request][Go SDK][Dataflow]: Use the cloned gcr.io images instead of the docker images for Dataflow. [beam]

   ### What would you like to happen?
   
   Behave in parity with the Python and Java SDKs when running on dataflow and use the Google hosted clones of the release images.
   
   Largely, this means when using the Dataflow Runner, and the container image is not overridden by the user, use the GCR.IO image paths.

   While the Go images are small, and don't run into startup latency issues, using the Google hosted images allows users to lock down their projects and worker machine network access, such as preventing external internet access.
   
   Since the images are cloned anyway, they are identical, and this won't negatively affect other users.
