[I] [Bug]: Spotless PreCommit no longer detects spotless violation [beam]

Abacn opened a new issue, #34047:

   ### What happened?
   
   After #33309, spotlessApply is automatically applied when compileJava/compileTestJava. However, this also causes spotlessApply gets run during PreCommit Spotless GHA workflow run. Essentially the sppotlessCheck will always pass because codes has changed in place
