I've thought about this a bit since almost every time a ship a package they ask about this, but strangely I haven't really received a request about this... Thinking about it now I wonder why this is, perhaps for certain bulk rates, or volume discounts rather, it doesn't matter so much.

Anyway, the natural place for this in the data model is a PartyContactMechPurpose record denoted a home or work address. In the UI this could be implemented as a check-box or something to make it easier to add this purpose.
