So you want to install tomcat. We would prefer to have as many packes installed via the ubuntu repos, which right now has tomcat7. Is tomcat 7 from the ubuntu repos acceptable (and it will be auto patched through security updates, if there are security updates for it)?

Also, can you provide an httpd vhost that we can put in puppet, and any httpd modules you might need enabled?

EDIT: also meant to ask about the java version you would like. (oracle's java, openjdk, version 7 or 8?)
