partial files and reset errors

Summary: partial files and reset errors
           Product: Apache httpd-2.0
           Version: 2.0.46
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Blocker
          Priority: Other
         Component: Core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: badgett@uthscsa.edu
                CC: badgett@uthscsa.edu

IE clients get incomplete images and other files. NS clients get no page and
instead error that connection was reset by peer.
My access log shows 206 codes for these files.

I could only fix this by downgrading to Apache 1.3.2
