* publish/docs/release-notes/1.8.html
(serf-skelta-default): Remove the notice that suggested setting
SVNAllowBulkUpdates to Prefer in the absence of caching servers. It's
overly strong, and ignores the other (still undocumented) benefit of
not fetching pristines which are already present.
