Newer W3C standards use Promises and by providing Promises in core Cordova would help implementers of these standards in Cordova a lot.

This feature does not mean that Cordova advocates for or against Promises.
By providing Promises on platforms that do not provide them natively Cordova just helps to implement standards cross platform.
