We want to standardize on a generic way to QA error messages without impeding the ability to enhance/rework error messages.
CheckError() allows for efficient asserting on the "payload":
 * Errorclass, subclass
 * SQLState
 * Parameters (both names and values)

 

It does not test the actual English text. Which is the feature
