YARN-7814 is targeting removal of the automatic mounting of the cgroups root directory into Docker containers. Applications can request the mount at application submission time using YARN-5534. The target is configurable. Closing this won't fix. Please feel free to reopen this if you feel it is still needed.

> Admins may want/need to specify the cgroups target directory inside of the docker container for convenience and/or legacy reasons. This will allow the node to have its cgroups directory mounted into the container at a different location; one that is controlled by the admin.
