Deprecation of 2.2.x plan

Good afternoon team,

we've not been touching our 2.2.x branch of Jackrabbit since 2012 and I
feel it's now safe to drop the support.

What it means in actual actions:

- link will be removed from the download page
- news will be posted on the homepage
- [announce] will be sent to jr-user, jr-dev, oak-dev
- branch and tags WILL stay there

I will act on this somewhere next week.

Any concern speak out.
