question about zookeepers watcher notification

In the hbase scenario where region servers are restarting quite frequently with large number of regions, the traffic volume to zookeeper will be high for hbase region assignment, etc. The followings are observed based on hbase logs.

1.      Missed zookeeper watcher notification. Occasionally, it seems certain notifications just get dropped.
2.      Delay in zookeeper watcher notification. Sometimes the delay could be 1 minute.

Just wanted to confirm if these are expected from zookeeper point of view.

2 might be explained by gc. Could you give a bit more information about case 1?
