I don't see any evidence of any Apache httpd "memory problems" in the linked
bug report.
What I see in the report is someone with a limited-memory server running
something under apache httpd that causes it to use lots of memory. PHP scripts
or other third-party modules would be the most likely placed to look.
Additional help could be found on the users@httpd.apache.org mailing list.
