I did some of the TLP admin (DNS, groups, subversion) while adding Jackrabbit.
Unfortunately, I didn't finish, and it will need to be verified anyway by people involved
in the project. IIRC, I think all that is needed is to move the list (see apmail/README)
and svn mv the subversion. Note that the latter should be done by someone with
access to the root of asf subversion.

On 2 i); you do an svn move of jakarta/tapestry to tapestry. The history is all there, but it will no longer appear in the latest checkouts etc.
On 1 iv); I presume this means commits@tapestry.apache.org -> dev@tapestry.apache.org. ie) Not the prefix of tapestry.
