   ### What's Wrong?
   
   The table is unable to perform data insertion, such as insert or streamload.
   
   ### What You Expected?
   
   fix the bug
   
   ### How to Reproduce?
   
   Reproducibility Steps:
   1、Execute the "truncate" statement on a specific table；
   2、Restart the Doris cluster；
   3、 Execute the truncate statement again on the same table；
   4、The tablets of the table are lost, and data insertion cannot be performed anymore.
