[Bug 119100] extensions-installed dictionaries spell checking does not work

I also encounter this problem on my Windows and Redhat. Mac have no this
problem. But I run some operations to solve this problem.

1)May need clean App Data like "C:\Documents and
Settings\Administrator\Application Data\OpenOffice.org\3\user"
2)Need close all AOO files and restart AOO after install Germany dictionary
extenion and configure Germany custom dictionary.
  This can trigger some operations about extension in restart.
