Fix committed in the SVN revision 727396. I the mean time replace
{code}file:///${activemq.base}/conf/credentials.properties{code}
with
{code}file:${activemq.base}/conf/credentials.properties{code}
in conf/activemq.xml
and webapps/admin/WEB-INF/webconsole-embedded.xml
