There appears to be a problem with re-distributing the HDP.repo and HDP-epel.repo files after an install has been attempted.
The repoinfo.xml file needs to be modified before starting the ambari-server. 
If for whatever reason you messed up and put baseurl in the wrong OS tag, then you have to restart ambari-server.
