[action1] Commons Validator version?

Should we move to Commons Validator 1.3.0 for Struts Action?

I originally tried releasing it as Commons Validator 1.2.1 since it
was primarily a bug fix (IMO) for Validator 1.2.0. However I had added
a whole new package of code...

....and so other Commons Commiters wanted it to be version 1.3.0
(rather than 1.2.1). The existing Validator and Struts code is
(currently) not impacted by the new package though so upgrading should
just mean the bug fixes get picked up and if we don't then I think
we'll end up answering alot of questions saying - well you need to
upgrade to Validator 1.3.0...

...so +1 from to moving to Validator 1.3.0
