After considerable effort, I've brought the test harness for Struts 1.1 up to
date to reflect changes in both the Struts code, and the fact that we are now
using Cactus 1.3 (tested more with Tomcat 4.0 and 4.1, but should still work
with 3.2).

Could you please try this again with tonight's nightly build (20020616)?  Also,
any unit tests you write that you'd like to contribute would be *deeply*
appreciated.
