IMPALA-15467: Calcite planner: Fix DECIMAL return type inference for IF

Exclude IF's BOOLEAN condition from DECIMAL return-type inference, fixing
INVALID_TYPE for valid DECIMAL branches.

Add regressions for precision/scale, NULL and mixed DECIMAL branches.

Validation: Java build and 14 related Maven tests passed.
Full upstream precommit and E2E are pending.
