[codec] Javadoc problems

It seems that the javadocs for the soundex classes are backwards.

RefinedSoundex 	Encodes a string into a soundex value.
Soundex 	Encodes a string into a refined soundex value.

Also, the link inside the javadocs

http://www.bluepoof.com/Soundex/info2.html

is broken.
