[I] bug: failed to fetch service configuration by id [apisix]

   ### Current Behavior
   
   use apisix 3.16.0, This is my route config:

   servie id is "930532405059735552", but I request a route，error.log wite "failed to fetch service configuration by id 886261104200253440", this is not route servie id, follow is error.log:

   ### Expected Behavior
   
   two sever id is same, and not error
   
   ### Error Logs
   
   _No response_
   
   ### Steps to Reproduce
   
   create a service and route, route refercen a service, then request route, look error.log.
   
   ### Environment
   
   - APISIX version (run `apisix version`):  3.16.0
   - Operating system (run `uname -a`): Linux FVAIHB-AIGN691 4.19.90-23.48.v2101.ky10.x86_64 #1 SMP Tue Jun 4 20:02:42 CST 2024 x86_64 x86_64 x86_64 GNU/Linux
   - OpenResty / Nginx version (run `openresty -V` or `nginx -V`): nginx version: nginx/1.20.2
   - etcd version, if relevant (run `curl http://127.0.0.1:9090/v1/server_info`):
   - APISIX Dashboard version, if relevant:
   - Plugin runner version, for issues related to plugin runners:
   - LuaRocks version, for installation issues (run `luarocks --version`):
