[I] Install Perl annotator inside the Docker image as a system-wide Perl package [uima-uimacpp]

DrDub opened a new issue, #14:

   The current Perltorator requires explicitly setting `PERLLIB`.
   
   Once #11 is completed, the Perl package can be installed system-wide.

   Code is there and it works. And I do still use Perl. I'm dropping Tcl as no idea about it and never met anybody that uses it.
