[Content Disposition filter] Support starts with in exclude paths

Hi,
I have a use case where I want to preview a file attachment for which I am
uploading in to say /a/b/c/SOME_PSEUDO_RANDOM_PATH.

As of now the the exclude path configuration takes only complete path to be
excluded. I want the exclusion path to run on path prefix.



I have create a enhancement JIRA issue  [0]  for the same and raised pull
request [1] for fixing the same.
